Our dog, Kukla, is wearing a cool, damp dish towel around her neck to keep her more comfortable in this awful heat. I pin it with a couple of safety pins. Every so often I wet it again, wring it out, and put it back on. It really helps to keep her from getting overheated. I heard about this from an article I read from Chewy.com
