Generally the programme manager gets to name them (though DARPA programmes rotate through PMs, so it will be the one who created it who named it). The PM is normally named on the initial call.

Sometimes there’s a veto. The two programmes that funded the initial CHERI work were originally named CRASH and BURN, but AFRL didn’t like that so BURN was renamed MRC.
