@EdwinG Since the race is over, they just consider him as finishing one lap fewer than he did.
It's just a timing thing between when the safety car came out for Max and when Sainz crossed a timing line. He thought it put him a lap down, which meant he could pass the safety car and go around with other lapped cars, but in effect he was .99 laps back and thus NOT entitled to do that. None of which matters because he was out of the points either way.
See? Clear as mud.

@EdwinG I could explain the Sainz thing, but it'd rob you of a minute of your life that's better off spent admiring a flower or something.
