Having been flashed as a form of sexual harassment, I can confidently say it's not about seeing a penis, it's about having another person weaponize their body against you. It's not even remotely comparable to merely seeing another person naked, and frankly I'm insulted that anyone would make that comparison. It's like having someone menace you with a baseball bat and then other people are like "I know just how you feel, I walked by a park where people were playing baseball and I called the cops on them."
