Am I missing something here? Why would they move a passenger because they or their partner are deaf? Even if they're next to an emergency exit, the deaf person's partner could still translate the FA's instructions.

@Crafting_Fiend what if their partner becomes incapacitated as the result of said emergency? It seems fairly common sense to me that you can’t have a person FAs can’t communicate with in the emergency seat.
