I suspect Carney is as stupid as Trudeau. I don’t want to own another pipeline. #Goinggreen

CBCTaxpayers could be on hook for West Coast pipeline, but it's a 'good investment': Energy minister | CBC NewsEnergy Minister Tim Hodgson says a second pipeline to the West Coast will be money well-spent for the federal government but can't say how much Ottawa would be on the hook for.

I favour corporate capture over stupidity as the most likely explanation, but perhaps I am being too generous. With Trudeau, it was a bit more more of a whole-of-government thing, but with Carney it's more of a one man show.
