@weirdestate the "rope" is a pipe lagged with some sort of brown fibre material. No idea about the spike, though, perhaps someone made some haphazard structural modifications.

Given the age of the building, the pipe is a post-install hot water feed. The spike is likely a remnant king post that was partially removed during a roof rebuild.

Why that area is lit is something of a mystery.
